Whenever I go to the install.php I get this:
"Forbidden
You do not have permission to access this document.

Also, I noticed when I go to my index.php I get
Parse error: parse error in /home/httpd/vhosts/liquidbluex.net/httpdocs/language/config.php on line 95
Warning: main(classes/timer.class.php): failed to open stream: No such file or directory in /home/httpd/vhosts/liquidbluex.net/httpdocs/lib-common.php on line 147
Fatal error: main(): Failed opening required 'classes/timer.class.php' (include_path=':.:/usr/share/pear') in /home/httpd/vhosts/liquidbluex.net/httpdocs/lib-common.php on line 147[/CODE]
Is that because this isn't installed yet?

First of all, fix that parse error in your config.php. The other errors probably go away then.
Line 95 in config.php is the line where you set your site name. See the
troubleshooting section[*1] in the installation instructione for more information.

Ok, lines 94-96 are as follows

I don't see anything wrong. Also, do you know the problem to my installion?

(the actual error may be in the line preceding the one mentioned in the error message)
So also check the lines before line 95.
And, as I said, fix that error first and your other problems will most likely go away, too.

I will oook into that. But I solve dmy installion error by renaming admin to admin2 and fixing my config.php to point towards that. But at the top of the installion I get:
Warning: file_exists(): open_basedir restriction in effect. File(/home/httpd/vhosts/liquidbluex.net/config.php) is not within the allowed path(s): (/home/httpd/vhosts/liquidbluex.net/httpdocs:/tmp) in /home/httpd/vhosts/liquidbluex.net/httpdocs/admin2/install/install.php on line 78
Then the rest of the page below it shows up fine

It seems the webserver is configured not to allow files outside of the /home/httpd/vhosts/liquidbluex.net/httpdocs directory. This seems like a strange restriction, given that you seem to have access to other directories.
Try asking your hosting service if they can change this.
If they won't, you could move everything that's outside of /home/httpd/vhosts/liquidbluex.net/httpdocs into a password-protected directory inside of that directory (adjusting your paths accordingly). But that's only the second best option ...
