You (or rather your webserver) may not be allowed to run executables. Check with your hosting service.

I believe I started having this problem when my web hosting company upgraded phpsuexec (which I believe was part of total PHP upgrade) though I could be wrong, but I believe when they did this I had the exact same error. Not sure what they did to correct it, but that may be something to ask them is if they upgraded PHP on your server (or phpsuexec) and if they forgot to give you the appropriate settings after applying the upgrade.
