Hello,
I would like to make a block with links to subsections, so I guess it would be called a Portal block. This blocks going to have links to pages in the center of the page, like main content space. Center block i think its called. But anyways, I would like to know how to setup a portal block, then also know how to make the pages that im linking to.
If i can make them in plain HTML or w/e and then put them into the geeklog setup, how would i do that ? Thanks ahead of time, i think ill need to explain what im doing a little bit more, please ask if you want me to explain something. thanks again

You could set up all the pages as static pages.
Then, just link to those pages by creating a new block and sticking HTML links to those pages inside.

You don't want a Portal Block in this case. Portal Blocks are used to import RSS feeds from other sides and display them in a block.
You want a normal block. In that block, you just all your HTML to link to whatever you want to link to.
You'll need to explain more if this doesn't help you ;-)

Okay.. lol
Alright, so I want a number of links to subsections in a block on the left. These links are going to show up in the center block.
1)How do I go about making this block with the links I want
2)How do I input the HTML pages into the site/center block instead of completely different/standalone links

Ok, here we go.
Step 1: Add the pages to your site.
Administration -> Static Pages -> New Page
Give it a title, and paste the HTML of one of your pages into the content section.
Save it.
Do the same for all other static pages you want on your site. Write down the URLs to each of these static pages you create.
Step 2: Add a block to link to these pages.
Administration -> Blocks -> New Block
Block Type: Normal Block
Give the block a name and a title. In the content area, add HTML links to the static pages you created in step 1. Then, save the block.
Step 3: There is no step 3. You're done!

Do not select the Anonymous button in the Permissions at the bottom of the Block Editor.
