I installed Geeklog. And the software is called a blog, but I don't see the blogs or journals anywhere inside it. Where is it?

Depends on how you look at it. You can use the entire site as your blog, where 1 story = 1 entry.
Or you could use the main site for something else and install the
journal plugin[*1] , so that every user of the site gets their own little blog section.

I want every user to be able to have their own journal.

Wow. Maybe before we teach people how to use the search, we should teach them how to read.

Can I set up the journal plugin so only certain people can have their own blog?

Currently not, but that shouldn't be too hard to add (a simple test if the current user is in a certain group).

The journal I see in the downloads goes with version 1.3.7 version of Geeklog. But the current version is 1.3.8 ? Should I mix versions?

1.3.7 is the minimum requirement. It should work just fine even with 1.3.9rc2.
