I was looking at the menu section a bit and noticed that it wasn't really dynamic.
I was thinking that if the menus could be set on user status with links showing and not showing per user level would be really handy and nifty.
so an Admin would see all menu sections while an unregistered user would only be able to browse through sections that the site admin has set up.

Not sure if I understand you correctly ...
Are you suggesting that, for example, the "Polls" menu option should not be visible to anonymous users when $_CONF['pollsloginrequired'] is set to 1 in config.php?
This in itself would need to be configurable then since some people would like to present what anonymous users would get if they registered with a site ...

I think you got my idea. I ageee that settings should be as configurable as possible.
I was actually thing of the main top menu:
site stats | calendar | links | get published | polls | personalize
It would be nice to show only::
site stats | calendar | links
for non-registered non-logged in members
Having a message to block the link from going through is nice but not having the link(s) from the begining might prevent problems too.
