The .tar file is empty, tried downloading with several browsers.

Layout looks simple but clean and easy to adapt so I like it!

Bug: layout looks fine with Mozilla?Firefox, but with IE6 the right blocks is on the bottom of the page...

css issues

good work on the css, but... that's the prob with css across browsers that render (ignore) various css atributes (eg, width, padding, margins, etc).
With this theme, smaller resolutions (eg, 800x...) will wrap your css laidout columns. IE renders width different than the gecko based browsers and so breaks the page even at 1024x...
one possibility would be to use an absolute width (not percent) for your main content area (eg, min-width in MOZ and width in IE). Now at smaller resolutions, you page wont break, but you will end up with an horizontal scroll bar (yuk!).
tip: if you do this, make sure that your column percents add up to less than 100% (in MOZ) or the columns will wrap anyway.
QUickFix: for ie breakage in 1024x.. display, change the central width to 50% instead of 56%. this will accomodate IE's way of rendering relative widths in conjunction with margins. something like that :P

btw, you neglect to account for pages that don't display the left and/or rightblocks. the center column doesn't expand to fill the page.
