Why outdated Hebrew files?

So new updates do come after all. But why didn't you use this chance to include the 1 and a half year old Hebrew UTF-8 translation update? Not to mention the package for some reason includes an unofficial "native" (i.e. not UTF-8) Hebrew file, which is actually still encoded in UTF-8.
