You'll find the database changes in /path/to/geeklog/sql/updates/mysql_1.3.5_to_1.3.6.php (the 3 INSERT INTO statements).

The list of changes explains how to use a static page as the front page.

My database, which was created with 1.3.6.rc, already contains the story.submit, link.submit and event.submit features.

The three inserts from 1.3.5 to 1.3.6

INSERT INTO {$_TABLES[\'features\']} (ft_name, ft_descr, ft_gl_core) VALUES (\'story.submit\', \'May skip the story submission queue\', 1)

INSERT INTO {$_TABLES[\'features\']} (ft_name, ft_descr, ft_gl_core) VALUES (\'link.submit\', \'May skip the link submission queue\', 1)

INSERT INTO {$_TABLES[\'features\']} (ft_name, ft_descr, ft_gl_core) VALUES (\'event.submit\', \'May skip the event submission queue\', 1)

Is some other database change necessary when upgrading from 1.3.6.rc to 1.3.6?

You must have installed a version from CVS then, since these 3 feature records have been added after the release of 1.3.6rc1. Those were also the only database changes between rc1 and the final 1.3.6.

Or you ran the install/upgrade script more then once which can occur if you had a few config.php variable issues or forgot to make the change to lib-common.php - and you used back or refresh on the browser and re-executed the script.
