Geeklog v2.2.1sr1 to v2.2.2 Upgrade

I tried upgrading from 2.2.1sr1 to 2.2.2 using this download, but get a blank page when I go to admin/install. The error log shows this:

I also tried the upgrade process for 2.2.1 to 2.2.2 for my 2.2.1sr1 site, and ended up with the same problem.

Any ideas?

So it happens when you visit admin/install/ ? Nothing else shows?

The error is about not being able to set the local format for the timestamp but that is being triggered by the error handler itself. Some other error must be happening before this?

What PHP version are you using?

Yes, I get a blank screen when I visit admin/install.

PHP version is 7.0.33.
