Hmmm. I just downloaded the file and checked, the setup directory is definitely there. I'd recommend trying to download the file again (gallery_1.3.4-pl1_1.3.8.tar.gz from http://sf.net/projects/gplugs).

The setup directory is there, however, it is missing a .htaccess file from the gallery package. Without that .htaccess file, the configuration script isn't able to properly setup url rewriting.

Oops. I did indeed leave that out. It has been added to source gz downloadable from sourceforge. Good catch, thanks.
