That site URL listed above appears to be using NavMan plugin for geeklog. You can find version 0.1.0 here for download. Updated version 0.2.1 on author's site. Atleast thats whats listed for the version numbers. As for how to get it working, there are instructions in the plugin archive's admin directory once you install it.

I think this is not navman plugin although it may achieve this task. It can be this dropdown menu.
