I open this thread because sometime I get this message when I try to install plugins (on geeklog 1.7.0). So if you can provide any feedback on this issue, this is the right place.

I try to make a plugin archive with 7-Zip on a windows xp machine but I get the same message.

It actually depends on your server setup. Our unpacker class tries to use the Zip functions if available and falls pack to the PEAR Archive_Zip package (which ships with Geeklog) if it can't find them. The Zip functions seem to be able to unpack more types of .zip files than the PEAR package.
