 Trouble with group editing permissions

I have two problems.
One is that when you are editing a story, I keep getting this error message, although the changes to the story are saved in spite of the error message.

Forbidden
You don't have permission to access /site/admin/story.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Second problem is that members of the story admin group cannot edit a story they have added. When they are logged in, they can upload a story, and they get the full creatiion abilities.

But once they have added the story, they cannot return to it for editing if they have to make changes. Only people with root permission can edit stories once they are entered. If I have to give them all root access, then that kind of defeats the story admin group idea doesn't it?

Is this normal or is this something that can be changed? How do I fix it?

I just checked all the topics and all the permission boxes are checked.

I checked all the stories and the group edit permissions are checked.

I added a test story and made sure I checked the permissions, but was still not allowed to go back and edit it.

Shouldn't the owner of the story be able to edit their own story?

No, unfortunately not. It is not enough if all the permission boxes are checked. Go to edit topic, chose 'story admin' as the group for the specific topic NOT topic admin.

something seems to be happening. Now when I go to edit the story, and click on the permissions tab, nothing happens. I can't reach the permissions on each story.

Yes, I changed all those. Now I can edit two of the stories, but not the rest.

I logged in as admin to make sure that all the stories had permissions set correctly, but none of the links in the story editor toolbar work anymore, and I can't access the permissions on individual stories.

none of these work anymore - Preview Editor Publish Options Images Archive Options Permissions Show All -

When I return to edit the story I get a message - Unkown toolbar item - It looks like the fckeditor is not working now. I think I have two problems.

Yes it looks like 2 separate problems. Check if JavaScript is on.

yes. javascript is on, and it was working up until a couple of hours ago.
