how do i create a drop down menu with in a block that would point a user to the selected link. I'm looking to clean up the number of blocks and the amount of content in each. I'm new at this! thanks in advance

Why don't you try the Block-Menu plugin? You can see it in action at www.beeweb.nl, and a slightly hacked version (disabled the main menu-items block, made some simple html links instead in the menubar and a right block) at www.jnmediasales.nl.
